District 5730

Charles Starnes enjoyed a 27-year Navy career where he was Captain of a ballistic missile submarine and Naval Attaché to Germany. He then earned a PhD in
economics from Texas Tech University.

A Rotarian since 1996, he served as Plainview’s club president in 2008-2009 during which club membership grew 25 percent, earning a Presidential Citation. He served as District 5730 Membership Chair, Assistant Governor, and Lieutenant Governor, and on the Zone 21b-27 Membership Cadre.

A multiple Paul Harris Fellow, Major Donor, Bequest Society member, Charles is a lifetime member of the Rotary Action Group for Microfinance and the Rotarian’s Wine Appreciation Fellowship.

Charles is married to Susie Doyle of Houston, Texas, and they have four grown children.

They reside in Plainview, Texas, where he is a Professor of Economics at Wayland Baptist University.


daniel-5770Arlie V. Daniel, PhD

District 5770

Arlie was born and raised in Iowa, graduating from Spencer High School in 1961. He earned his AA degree from Iowa Lakes Community College in 1963, his BA from Morningside College in 1965, and his MA from the University of Iowa in 1978. His Doctorate is from the
University of Nebraska in 1981.

Arlie’s work experiences include teaching Junior High and High School in Missouri Valley, Iowa from 1965 – 1968, and in Clinton High School from 1971 – 1977. From 1968 – 1971, Arlie served in the US Army as an infantry officer. From 1981 to 2010, he was the Director of Teacher Education in the Communication
Department at East Central University, Ada Oklahoma. He was honored with the Distinguished Lindscheid Teaching Professor from 2006 – 2010.

His outside interests include life membership in the National Communication Association (NCA) and the Central States Communication Association (CSCA), having served CSCA as Executive Director from 1994 – 1997. In 2010 CSCA inducted Arlie into the CSCA Hall of Fame.

Arlie joined Rotary in 1992 and served his club as President in 2003-2004. He has been active in his club and District 5770. He helped organize the Ada High School Interact Club and the East Central University Rotaract Club and has served as the District Chair for both, as well as serving on the “4-Way Test Speech Contest” committee for a number of years. He has been awarded the Rotarian of the Year twice from his club. Arlie earned his Paul Harris Fellow in 1996,

District 5790

Christopher J. McLucas is the District Governor for RID 5790 2017-2018 and was the 2010-2011 President of the Arlington Sunrise Rotary Club, Arlington, Texas, USA. Christopher is an Arch Klumph Society Member to the Rotary Foundation, a Benefactor, a Paul Harris Society Member, and a Fourth Level Bequest Society Member. Christopher served as the Charter President of the District 5790 Rotary Alumni Association. He served as the District 5790 Coordinator
for International Fellowship of Scouting Rotarians. In addition, he is a lifetime member of Water and Sanitation Rotary Action Group “WASRAG”.

Christopher has been a Rotarian since 2004 as a result of participating in his first Polio National Immunization Day (“NID”) in Kolkata (Calcutta), India as a Non-Rotarian in February 2004. He returned to India as a Rotarian in 2006, 2007, 2008, 2010, 2011, 2012, 2014, and 2016 for other Polio NIDs. Christopher has also participated in a NID in Abuja, Nigeria in 2010 while attending the Inaugural World Polio Summit. Christopher has served for nine years as a trainer for Rotary Lone Star P.E.T.S. on various topics including Membership, Foundation, Media, and Fund Raising. He is on the operating committee as the Audio Visual Coordinator for Rotary Lone Star P.E.T.S. He served for seven years as the Webmaster for P.E.T.S. Christopher has participated as a representative for Lone Star P.E.T.S. and a presenter for the P.E.T.S. Alliance in Evanston at the yearly meeting. He is now serving as the At-Large Member for the P.E.T.S. Alliance Board. He was the Webmaster and Registrar for Rotary Multi-District Training Institute (RMDTI). He has attended three Rotary International Conventions. Christopher was the GSE team leader to Brazil in 2013 for District 5790.

Christopher has participated in several Rotary projects in foreign countries including but not limited to Honduras, Mexico, Nicaragua, Pakistan, Afghanistan, Bangladesh, Haiti, India, Brazil, Turkey, Ukraine, and Kenya as well as contributed as the International Partner on multiple Global Grants. Christopher, while President-Elect 2009-2010 completed his first Matching Grant for two ambulances to Leon, Guanajuato Mexico and that experience got him hooked on the International aspect of Rotary. Christopher in his support and dedication to the eradication of Polio participated in Polio immunizations in all four of the then, endemic countries (Nigeria, Afghanistan, Pakistan and India) while President of his Rotary Club 2010-2011.

Christopher has a great family with his significant other Heather and with his children Olivia Rose (4), Adalynn Grace (1 month), Aryel (10), Asher (3), Clayton (22), Laura (28), and Kalie (26) and grandson Banner (3).

Rick is a CPA (Certified Public Accountant) and a CGMA (Certified Global Management Accountant) who has operated his own client practice since
April 1994.

Rick joined the Rotary Club of Park Cities (Dallas) in February 1998. He has served as treasurer, director, and president of the club, and as Trustee for the club’s charitable foundation.

At the District level, Rick served as District Treasurer under four Governors and as Assistant Governor for three years. He is a Paul Harris Society Member, and a Bequest Society Member.

Rick is a multiple graduate of the University of Texas at Dallas, earning a MA International Business, MS Finance, and a BS Business Administration. Rick is married to Lisa, who is also a CPA. She is a member of the Rotary Club of Park Cities (Dallas). She is currently serving as Club Director, and is a Paul Harris Fellow.

Ted became a Rotarian in 2008. He is a member of the Marshall Rotary Club of Marshall, Texas. He is a Past Club President, Foundation Chair, and has served
as Assistant Governor for District 5830. The Marshall Club was selected as the Outstanding Civic Organization in Marshall during Ted’s year as President. The club has exceeded its Foundation Giving each year he has served as Foundation Chair. Ted is a multiple Paul Harris Fellow and a Paul Harris Society member. Ted has attended multiple Lone Star PETS, Zone 31 trainings and District 5830 events. A high light for Ted was attending the RI Convention in Lisbon, Portugal and then touring Portugal and Spain with other Rotarians from across the USA.

Ted and Angela have been married for 33 years. They are the proud parents of Holly and Heather (husband Garrett). Angela and their children are all Paul Harris Fellows. Ted and Angela are both retired educators. Ted was a teacher and coach and also served many years as a high school principal and district administrator. Both of their daughters followed them into education and are high school teachers. The entire family are graduates of The University of Texas @ Austin and proudly support the Longhorns. Ted is an active member of his local church and serves as a deacon and administrator. He has also served his
community as a board member for Good Shepherd Hospital system, Boy’s & Girl’s Club, Harrison County Texas Exes and the local food pantry.

District 5840

Carol Holmes retired as Vice president of Texas National Bank, Tomball, Texas. She joined Tomball Rotary Club in 1992 and served as president from 2003-2004. Carol and her husband, Doug, moved to Mason, Texas in 2007. She joined Brady Rotary Club and served as president from 2011-2012. In 2012, she was awarded “Club President of the Year” by District 5840.

Carol is a Paul Harris Society member, Bequest Society member, and multiple Paul Harris Fellows. She served as Assistant Governor for Brady and the three Fredericksburg clubs and served as a PETS Ranger. Carol’s hobbies are music and golf.

Carol is actively involved with a Rotary Foundation/World Vision global grant for 23 water wells to be drilled in Southeast Honduras. In addition, she is working with District 5840 and Texas Water Mission to produce a children’s manual to supplement the classes taught by the Honduran Health and Hygiene
team at all the well site villages.

Gene Holiman has lived and worked in Austin, Texas since 1983. After a 40-year career in advertising, he is now pursuing an encore career writing children’s books.

Since joining the Northwest Austin Rotary Club in 1996, Gene has maintained a perfect attendance record.. In his home club Gene has served as President, President-Elect, Club Service Chair, Rotaract Chair, and on numerous committees and project teams including RYLA, and has been a par producer in
the club’s major annual fund raiser since its inception.

He is also an honorary member of the Rotary Club of Austin Centennial.

Gene previously served the District as Secretary, AG, Roll of Fame Chair, Public Image Chair, Conference Registrar, and trainer. He is a Paul Harris Fellow +3, a member of the Polio Plus Society, and is in the District 5870 Roll of Fame .

Gene and his wife Kathleen have been married for 45 years.

Bill is a native Houstonian. He served in the US Army from 1973-1977. After his honorable discharge from the Army, Bill earned his Associate of Arts Degree in Business Administration from San Jacinto Junior College North Campus. He then earned his BBA in Accounting from the University
of Houston Central Campus.

Bill has been a Houston banker for 34 years. He is currently a Senior Vice President and Business and Community Development Manager with Amegy Bank where he’s been employed for 19+ years.

Bill is active in his local community. In 2014 he was named Board Member of the Year by the North Channel Area Chamber of Commerce.

Bill has been a Rotarian with the Rotary Club of North Shore since June, 2005. He is Past President 2010-11 and earned the Presidential Citation with Distinction during his year as club president. He was Rotarian of the Year for his club in 2011-2012. Bill was an Assistant District Governor for the years 2013-
2015. He was awarded AG of the Year in 2013-14. Bill has been a Youth Exchange Host, a VTT host and a Friendship Exchange host. He serves on the following District Committees: the District Conference Committee, the All Club Committee and the Finance Committee. Bill is a Major Donor. He is a member of the Bequest, Paul Harris, Polio Plus and White Hat Societies.

Bill is married to Debbie and they have two children, Steven and Michelle.

Rhonda Herrington is a member of the Rotary Club of Palestine where she has served as president, director, and was the club’s bulletin editor for ten
consecutive years.

At the District level, she served for nine years as District Chair of RYLA, for two years as District Youth Service Director, for three years as an Assistant District Governor, and was District 5910 Convention Cochair in 2004. She is a Multiple Paul Harris Fellow, member of the Rotary Roll of Fame, and recipient of
the Avenues of Service Recognition. Rhonda has been a Rotarian since 1998 with 17 years of perfect attendance.

Professionally, Rhonda has been an educator for 38 years. She is Director of Fine Arts for the Palestine Independent School District, where she was previously District Curriculum Director, and later, Principal of the Washington Early Childhood Center. She has been State President of Kindergarten Teachers of Texas and Chairperson of one of the standing committees of the Texas chapter of Delta Kappa Gamma, an international organization of key women educators.

In her free time she is the founder and director of the Anderson County Community Chorus and Orchestra; is music director at Grace United Methodist Church in Palestine; President of the Board of Directors of the Palestine Public Library; President of Anderson County Meals on Wheels; on the Board of the ICEE (Institute where Creativity Empowers Education Success). In 2013, she was named Volunteer of the Year by the Palestine Chamber of Commerce.

She has 2 grown children and 5 grandchildren.

Betty is the President/Owner of Utilities Services Experts USA, an Energy Brokerage Firm for consumer use. Betty raised 2 boys as a single mother. Year
2001, a banker friend said, “Let’s Go to Lunch” in her hometown of Weslaco, Texas. Betty is a first generation U.S. citizen and first generation Rotarian.

Betty met and married her Rotary husband Adam Lara in 2008 as he was making up a meeting at her Rotary Club.

Betty has received Rotary International’s Avenues of Service Citation Award 2013-2014, Service Above Self Award 2012-2013, Rotarian of the Year Award 2011-2012, a Paul Harris Fellow +5, Paul Harris Society Member, Bequest Society Member.

Betty served as McAllen North Rotary Club President in 2009-2010, Asst. Governor 2011-2014, District Grants Subcommittee Chair since 2014, District Foundation Chair 2015-2016.

Betty and Adam have 4 Boys and 2 grandchildren.
